Due to the fact that he CHANGED his username on telegram the chat is also gone. Note, others have also stated that he just vanished from telegram, see:

The reason why I know his new telegram name is because I had him added before the change and he also upgraded himself on telegram after.

Also he posted that his discord got terminated the same day he also changed his telegram username, coincidence? Maybe maybe not, but why not mention that he changed his telegram name?

So the upgrade didn't last a month got de-graded and the two others I can not even log on to them anymore.
Why this report? For the awareness as it's really suspect and the fact that he doesn't respond and he have seen the messages. And of course that it's a legit scam report.

How about you actually responding instead of lingering around and acting like you are coming back with new discord and what not?
nowhere did you state that the method died, nowhere did you state that you've changed your telegram name even when you see that people are wondering what happened.

Only responding when you get a dispute thread against you, what a shame. Hopefully you'll become a better seller when your 'new discord' comes.

This can be put in resolved as his 'method stopped working' after 15 days, and he just now says so.

as i said i can't do nothing about it, if you want to mark it as solved i'd be happy, but if you want me banned i'd understand too

The fact that you are somewhat active and contributing in some areas of the community and also have the energy to post a scam report against someone else when it's about $30 is just weird. At least give some kind of response to your customers when they are trying to reach you on several platforms, in the way you decided to 'leave' this in a subtle matter is just disrespectful to everyone and a bit weird as you put energy into other places.
But the lack of respect when it comes to your customers as your discord got 'terminated' as you mention in your thread that you opened up, but then people were also trying to reach you on the forum and on telegram and people mentioning it in your thread and wondering why they can't get any reply anywhere.
You left out that:

As the ruling of the community is over my head and yours, it's up to you what to do with it.
I would also be fine with some kind of respect and in some shape or form that you could provide something else in the future shop/service that you'd have as it looked like you were going to come back.

My recommendation is to let someone else handle the service for you next time.

For me personally I'm not really bothered by this that much as it was a low cost and always risks, but the principle about service and authenticity of the service is more important for the community hence my effort doing this.

If you will make up a shop soon, I'll be happy with upgrades at that point.
If that is enough for this to be resolved or not, is no longer up to me.

TLDR
So personally it's fine with the following;
1) Refund
2) new upgrade on your upcoming shop/service (even if this will take time it's okay for me, just some kind of loyalty to ur customers is needed)
Preferably with a better communication and respect in the future for anyone that deals with you. 
3) Your TOS is applied and therefor you are in the clear (this is not really up to me it seems, and maybe for a good reason)
