Additional Information:
I was contracted to make him a ticketmaster VM checker. He originally wanted ticketmaster.com version and we agreed I would make that for 300$ this was not possible for his budget. So after some discussion and testing we agreed that I would proceed to make a EU based version of the checker containing 14 API's I finished this checker and now he does not want to pay. 
here are some key screenshots:

Me asking if he wants 14 API's for EU he says yes we discuss a bit about the price but we agree to 200$.

And here he agrees to it.

The user is now saying yes but I wanted something else and I no longer want it and he is acting like I am a tool seller. I am not I am a developer and did his job. He cannot just backout after I finish. He knew what I was making and confirmed multiple times that he did. I want my full 200$.

then i tried on ticketmaster.com it did not work

i told him and he said i must pay him.. i explaine no one buy this ticketmaster.be or eu if they cant login to ticketmaster.com

that i was thinking all eu will work on ticketmaster.com
