- On 6/1 I used his service to double dips 3 Airpods + 1 Iphone at Costco CA

Here I will divide his work into 2 parts: Replacement and Refund.
He completed the replacement and I paid him 25%. I have no problem with this part. But the following part ( refund ) he didn't complete it :
- On February 9, he called Costco and recorded the video (link), I received a notice that Costco will process my refund after 7-10 days, after that video he asked me to pay 25 % fee for a refund ($ 591 ), I transferred him $ 506 ( link txid ) because he had previously asked me to prepay $ 85 for the label.
- After 10 days of not receiving the refund, I asked him to call Costco again and he told me that I need to contact the bank and ask for a refund (meaning I have to open a dispute to get my refund). ). He didn't get the job done.

You only need to answer this question:
1. What am I paying you for
2. Is it considered done if Costco refuses to refund and now I have to “open a dispute with the bank myself” ?

The video above is meaningless because Costco rejected it

@3HRefund contact your bank and say only the following "Costco told me they refunded me for a transaction that was not shipped but I don't see the refund. It would be for the transaction of xxxx date'' (you will have to fill the date of payment)  DO NOT ask for a bank dispute.
