Additional Information: With local monero shutting down I made a thread on here to see if I could find someone who would sell me some Monero. After posting the thread the reported user left a message saying he would sell me some. The user added me on telegram. The telegram I was communicating with is the same one on the sellers cracked profile and I copy pasted the username to make sure. We agreed on 100GBP worth of monero to be sent and that I would pay the seller via paypal friends and family. After I sent the payment the seller said he would send the monero and that it usually takes a about an hour. After over an hour of no update I messaged the seller asking him for an update. He told me he needed me to send more money to cover an "eth fee". Why would a monero transcation (that doesn't run on the eth network) require a eth fee. When I refused and ask for a refund the user promptly deleted all messages with me and either blocked me or deleted his account.
