It really depends on the site you're dealing with.
For example, if you're dumping smaller/less known sites, they probably don't have strong security measurements implemented (such as rate limiting, IP blacklists, etc.) and you can go with public proxies to dump those. Sites with greater userbases or more IT-related concern will probably have basic checks implemented or even run behind a firewall such as CloudFlare or their hoster's. For those you'd need better proxies. Generally, a pool of residential proxies should do the trick. If, by dumping, you also include "scanning" for vulnerable sites on search engines, good proxies are even more valueable because Google is very aggressive at blocking and rate limiting, especially if you have more sophisticated query strings.
