Is a business that sells & buys in-game items/currencies/accounts illegal?
I understand it's against the game's terms of service, but is this type of business against the law?
I am not talking about hacked/stolen accounts.

As far as i know it's totally legal, because if you think about it there is a lot of ebay sellers that only sell in game items and accounts, even Tfue which is a massive streamer got his fortnite account banned after buying and selling fortnite accounts, but didn't face any other actions

what's the context?
do you want to build a website under a registered company to sell game accounts/in-game currency?
using an existing marketplace would mitigate a lot of the bullshit you'd have to think about
but if you plan on doing so, read all the ToS/EULA and other relevant help articles websites like eldorado have (research competitors)

there are a couple of things I'd keep in mind

depends on how much power they have over your account (based on the ToS AND EULA - which is usually pretty nazi)
violating (a game's) terms of services normally isn't an illegal thing by itself, but it can give grounds for other stuff
they could use for grounds of unauthorized commercial use of in-game stuff and accounts (infringing intellectual property rights)
if you gave a way more specific question with a specific game, I'd have tried to give you a better answer, but this topic is something that "heavily depends on the specific situation and jurisdiction".

this kinda reminds me about the "first sale doctrine" debate when it comes to digital goods (but for this, the fact that it's selling vs licensing matters)
