Just some advice. X3D chips cache would go under utilized, depending on your location the standard 7950x may be cheaper, if so I'd go that route. Also, if you're planning on distributing to a bulk amount of users, I would consider running 2 dockerized instances of plex media server. Adding another GPU. 1 container for Movies, and 1 container for TV shows, then assigning a GPU to each container, and half of the server cores. Essentially allowing you to utilize 2 GPUs in your setup. Just some food for thought as you continue to scale. As someone with a server of 50 people, 2 ARC A380s has worked out really well for me.
