Amount or Item(s) Scammed: "100K Email:Pass Private Combolist (Shopping/Gaming)" and the price was $15

Additional Information: I basically paid $15 for a 100K Email:Pass Shopping/Gaming Combo and I got ONE hit - which was a Spotify free account.
I then proceeded to try out the combo with all my checkers, which is a total of over 20 sites + checking for mail access; no hits.
He then answered me back after I requested a refund or a replacement and he gave me one. That also gave me 0 hits.
Then he didn't answer for literal weeks, then every time he finally responded he said, that we would replace them as soon as he got home. He was apparently always outside. This excuse was used three times + two other times where he was in bed. That's not a problem, the problem is that he never replaced it even after reminding him every once in a while. I've absolutely given him enough time now.
Staff, please do make sure to tell me if you need further proof, I can provide everything. I've attached a chat log I've exported with the following open-source program: https://github.com/Tyrrrz/DiscordChatExporter
If there are options, I'd rather just have my $15 back, since all of his replacements have been the same zero result combo.
Also in addition; all of the combos are under like 10% private. It was also under about 30% when I got them. He claims, that they're private.
