Additional Information:

Opened up a PayPal f&f to crypto trade with him 2-2.5 days back, it took him almost one day to check the amount had been received by him, then another half day to inform me that the amount had been sent using card and not balance which he couldn't convert. He told me he'd refund the amount and closed the ticket without refunding me.

After which I told him to refund the payment in a new ticket and he asked me screenshot that the payment hasn't been refunded , which I provided, after that he's not interested in replying or refunding me whereas he's exchanging for other people as can been seen from his discord vouches section.

I have this thing called a holder where they receive money for me, he was notified to refund the money.

I think the issue is that I notified him with other ones at the same time, and I either forgot about yours or he just forgot to.
