This is a complicated topic and can't really be explained or even elaborated in full detail in a few sentences, but I will do my best. 

First reason: People who watch porn avidly and masturbate on a daily basis run the risk of getting addicted to it (unconsciously or consciously) Once they are a bit more active than the "regular" porn watcher they start to lose the once strong dopamine rush they achieved by masturbating to a hot girl getting her tight hole pounded. As that simply itself is not enough to get them the same level of dopamine release as its been rinsed (mind the pun) and drained therefore the dopamine rush isn't as strong as it used to be. Now to get that same rush they venture onto Porn that's hardcore or has more complexities to it other than the video starting a girl getting fucked doggy without any story-line or build up or context. So they start watching Gang-bangs, Taboo topics, fetishes, and amongst all this we also have extreme topics like incest, rape, Necrophilia etc. It can either be a quick build up from Regular sex > anal > rough sex > domination > rape > incest. You need to understand that this can be countered by saying if someone is getting off to incest porn due to them being addicted and not getting the same dopamine rush by regular porn then why don't some people move on to worse things such as rape porn or Necrophilia etc. Well look individuals have their own morals and beliefs, a person might not be able to justify watching rape porn for that dopamine rush so therefore they might have their limits - so they stop themselves from watching such videos and continue with the minimum they need or just a bit over "minimum" such as incest. Someone mentioned "I watch em cause they usually have the best story line" that's a good example of needing "more" to get off - it doesn't necessarily need to mean this person can't get off with regular porn it may just mean the factor or a story-line adds to their pleasure and releases more dopamine in the process causing physiological pleasure. 

I'm not going to input more on the first reason even though a lot has been left out and unanswered I still hope you get the concept. 

Second Reason: People are inclined towards it naturally as they may have incidents within their family where they've seen their sister/brother naked or doing something sexual or whatever it may be, and as teenagers they are still developing therefore getting turned on is not possible unless forced and they've thought about it a few times and its "taboo" "wrong" etc. Therefore it turns them on more than usual (referring to first reason) this all just adds up they don't really have the courage to approach their sibling or ever try to do anything (and they shouldn't - its wrong) so therefore they take it all out online by getting curious researching, watching, masturbating etc.
