I think this shows why institutions like the FTC aren't needed as it is not Walmart's fault that their services were used for fraud. The best way to prevent these types of things is through education on an individual level. Also if the FTC is concerned with fraud they should examine the United States government and the military-industrial complex, which steals a lot of money from citizens to finance wars that many die in. Additionally, the system of the United States dollar is based on fraud, where money can be printed from nothing in the levels of trillions.
