What provider and how are you trying to connect (ie OpenVPN UDP/1194, IKEv2 through Windows networking, etc)?  Your school's firewall is probably blocking the port and/or protocol needed to connect.  The most common solution is to setup OpenVPN using TCP/443 instead of the default UDP/1194.  Your VPN provider should offer setup instructions for different applications, ports and protocols...I'd try to find that info and test out a few of their methods first.  Google is your friend.

depends what you need, you can go on some sites using proxy like sites just google "web proxy"

they could be blocking UDP. try to connect w/ the tcp protocol instead. if that doesn't work, use obfuscated servers if your vpn provider offers it. or try another provider
