Don't do a scam report, choose Other and provide a reason. Such as the example I sent you.
If you don't get any solution open a thread in Staff Support and explain the situation, as mentioned before, PROVIDE PROOF.
Don't mind the -reps. I also have them, continue to make your work and keep growing in the communtiy. The DWC is due to your account being so recent, it will go away after some time.
I recommend you recommending your buyers to use a MM, even if you have to pay a % it boosts your credibility. Vouches on your service are more important than reps.

For the scammer who gave negative rep and negative vouch because he didn't like the game, all the evidence is available. Can't anything be done about the other extortionists?
