cloudflare is blocking request, and it says 'Please enable cookies.'

the only cookies is the cloudflare things (__ddg1_, cf_clearence, __ddg2_)

if i send empty cookies, or these cloudflare cookies, it still gives me same problem to enable cookies

yes i'm sending with user agent and a bearer token in the headers

If you can, try to bypass cloudflare entirely by getting the target's actual IP addresses (cloudflare acts as a middleman between client and target server).  You can then plug that IP address into your hosts file or use it in code and override the host header on requests.
