i have a few questions please

1- is it allowed to automate posting on marketplace shoutbox evry 30 min
2- is it allowed to automate posting cracked account combos ...
3- if the answer is yes is there a tool made by the forum or allowed here to use

The usage of scripts anywhere in the shoutbox isn't allowed, but automatically sending a message every 30 minutes doesn't do any damage.
Staff doesn't know how many people are scripting in the shoutbox, so let's say as long as you don't publicly announce you're scripting, you're fine.
I'm not saying you should script, but if you do, don't tell us.

As long as you don't spam threads all day and your threads do not violate any of the forum rules, none will know it's automated.

3- if the answer is yes is there a tool made by the forum or allowed here to use

I don't think there is, and if there was, it would probably get deleted.
