Additional Information: I was looking for a stresser , the user offer it I tought I was gonna get a panel where to send the targets ( after payment ) he send No there is no panel and I need to send targets over the Telegram ( I don't need to wait him to to be online to send my targets even if he said he is 24/7 noone can be 24/7 online lol )
he was going to refund then he said he don't want to do it . BTW NOTHING DELIVERED AT ALL .

After a day he contacted me back and I went back in my refund offer, since I double checked the chat and noticed I never promised panels, I'm truly delivering what I promised, 24h of stressing from my own botnet.
It's not about mere $25, but the message, this is not how deals works. You can't scam report someone who never scammed, and delivered exactly what was agreed upon payment.
