No. First account need to be banned if you want to take someones name (ban reason cant be scam beacuse you cant take scammer name)
User need to be banned minimum 12 months then you can appeal for change name request.
you can also take someone name who didint activate his account on c.io ( if he is atleast 1 year unactive)
 + you need to be supreme member i guess

if the user is inactive and without a rank should be able to take the name even if they activated their acc source : me

1. Supreme Rank is a must.
2. User should be inactive for at least six months

Scammers' Names won't be given to someone else.
