it's usually a mix of social engineering and tracking down where the servers are. If for example you buy a domain from the wrong website, that website might keep your data (even just your credit card) and the police might get back at you with just that.
Self hosting isn't viable because your ISP knows what you are doing. If you use a VPN, if it's a shit vpn like nordvpn or expressvpn, they also know what you are doing.

I mean, everyone is against you. It would be better not to start a dark web website unless you are okay with going to prison for a while. You WILL go to jail. But it might be worth it. Would you go to jail for a bunch of years if when you got out you could access your btc portfolio and find millions on it?
