I'm reading the documentation on process management in linux right now. Stopped at the commands "nice" and "renice", I can not understand it at all. Is there an article that explains how the commands work by running processes in linux.

The "nice" and "renice" commands are considered ones of the most difficult to understand. The official documentation barely explains how these commands work. It is just a couple of words. If you need more information on checking running Linux processes https://www.hostforweb.com/article/how-c...ses-linux/ read this article. It explains well how the commands work, what they do, and where to use them. I can also recommend courses.
