youre on what is called a "cooldown" you must wait a maximum of 24-48 hours before attempting to make ANY transactions. dont try to do anything else with your paypal in those following hours or you could make the problem even worse

1. did you do multiple transactions in under a short amount of time? 
2. did you make any irregular purchases? (big amounts, amounts you never done before, multiple F&F transactions that make it look like youre doing tax fraud?  :pepegun: etc.)
