[question] how to use and infect someone's with a RAT

With a RAT i hope you mean remote acess trojan .
For that you don't need his ip , you just need some builder like NanoCore and make him open the .exe
That's the only way actually that we have to infect someone with a RAT
You will not get any information with his ip and with a "RAT".

So when you build the exe with nanocore, you just leave the localhost ip by default (172.0.0.1) and then send and to the victim to get access to his pc?

I haven't used nanocore personally before, but, you usually leave localhost as default. Assuming he runs it and the RAT actually works he'll be infected.
