Add Shoutbox Moderator(s)

Shoutbox seems like it's going downhill, there's little to no moderation throughout most of each day and lately, anytime I look at the shoutbox it's either full of begging leechers, people arguing, spam, or people asking for rep.
Those are all things that are against the rules , I think the cause of this gayness is a mix of lack of supervision and the punishments being too lax (I don't think people care about being banned from shoutbox for 0 minutes/1 hour).
Also if you're going to have rules like no advertising in shoutbox the staff should be more consistent when it comes to enforcing those rules for everyone (also stop breaking the rule themselves)
