This is how unjustified removing his neg reps are

Negative reps have a reason, reason being they dislike him for being impatient, you can rep someone for being patient with you but cant when they do the opposite? 

Unfair, i will put my -rep back and id like it to not be removed.

Rule 11 is the only rule i could find regarding the rep system. 
Disliking someone is a good enough reason to -rep him.
