Additional Information: - He is using his "TOS" to lock my money on his account and to refuse exchanging first, then proceed to tell me the account is now locked. I ask him to refund my customers payment (which is possible in 99.9% of the paypal locks) and tell me he can't even do this.

He is completely refusing to seek any kind of solution between each other and he is just calling out on me, saying I tried to launder money. His only job is to hold paypal payments then send to someone else or exchange, I don't see how what I asked him was laundering and not just SIMPLE NORMAL paypal holding service.

By the way I think he added his laundering custom TOS as an edit yesterday, so AFTER we agreed to deal together.

Edit 2 : By the way I am 99% sure that this kind of paypal lock (the one where you can still cashout to your bank account), you are still able to refund received payments aswell. I'm not a paypal pro but it used to be like that. So maybe more lies even on that.

Haha, first of all I DO NOT LAUNDER MONEY. You want PayPal HOLDING but you want cashout straight after the funds are sent? Not how it works.
Second off, my terms were you send the payments NOT AT THE SAME TIME so my PayPal doesn’t get locked, and you go ahead and send 700€ AT THE SAME TIME to my PayPal. YOU got my PayPal locked so therefore I cannot refund the payments sent to me until I buy docs to unlock it.
THIRD, I asked for a payment to secure the fact that you actually need a HOLDING service and not a money launderer or an exchanger.

Will be happy to refund when I have the docs needed to actually unlock the PayPal.

His paypal is locked so he asks for more money to prove i'm not a money laundered

I would just like to add that this user is probably delaying the scam report so he can scam more money out of people.
The reason why I say this is because of the screenshots below.

What he's trying to say is that his account is limited and that he cannot refund people but he can withdraw the cash to a bank??
He said in the screenshots that ALL the payments are on hold which is understandable but once I ask for a screenshot of showing the
customers payments, he changes the subject saying that his account is limited. I understand that the account is "limited" but he is not
providing screenshots showing that the PayPal funds are on hold. He said that he will send them later on cause he isn't home yet he can
reply to the scam report instantly & also open PayPal on his phone? This guy is just delaying it. Please Ban Him.
