I'm asking @Liars or @Darkness to come with a decision.

1. he asked me to refund 50% and he will close dispute as he got 2 Skrill EU verified with Paysafecard (deposit) of 20 EUR redeemed on each of them.

I'm asking for option to replace and send me back the 50% of the order them as he never specified these accounts to have phone number access (on skrill you can change number without verification from previous one). On MaskID.RIP we specify that it doesn't arrive with phone access.
When he asked us for phone number change it got API timeout from skrill.com (he probably tried to change them and didn't worked and skrill blocked the request) he said he can't so we can't change it either because of previous requests. I've made ticket to Skrill to solve this,but for him, I better replace. (can be seen API timeout error image in chat export sent to Liars and Darkness)

This problem is from Skrill and takes time so I better do new ones directly on his number.

I never mentioned anything about refunding 50% to close the dispute, so I’m not sure where this argument is coming from. The main issue here is that I specifically requested all necessary verifications to be completed, including making the deposit with a card. What you provided is completely useless since I can't access the product without the phone numbers needed to log in. It's like serving a hamburger without any filling—you're essentially saying, 'Pay for it and go away.' That’s the best analogy I can give you. I never attempted to change the phone number myself. You can confirm this with Skrill Support if you need to verify. I don’t know what went wrong on your end, but I’m not willing to wait almost an entire week for a simple product because you either can’t do your job properly or fix the mistake.
