As you may know 1000KB for Profile Cover is nothing, especially when you use .gif ones, and I know that making that value higher will lag the forum 
. Unless it only gives to a small group of people.

GODLIKE - May upload 2250KB Profile Cover and 1250KB Avatar.
HEAVEN - May upload 2750KB Profile Cover and 1550KB Avatar.
Being avatar the smallest due to most used pictures in avatar are small sooo.
