He wnats $50 to not send the police to me, however i ask him what he knows about me and he refuses to tell me, is this a scam or should i be worried?

Pretty sure it's a scam, if they had a lot of info on you and they wanted money, they would definitely tell you basic things like ISP or just send you your ip directly.
