hello, i have a question and i need an answer

i had a very old steam account, it got locked when i tried to add 5 bucks for removing those shitty account limits. payment was declined and after a couple of mins, the account got locked. tried contacting steam support, they wanted a cd-key that was used blahblahblah. so i got another one and im trying to not get it locked again. is it better to use a steam wallet code? to get the $5 required to unlock full steam features and avoid getting the account locked again. maybe someone had tried this and was successful.
