Don't know if they have. But you can buy telegram accounts or use a burner phone on them. I've done both methods. Don't use your real phone number on telegram

I also heard about it, I rather go with Signal.

Today you hear really mich about "Threema" which for some People is better than Telegram/Signal.

Personally I have no experiences with them, so I can't say much about it.
